Is this the basic piece of music theory that links the left hand and the right hand in piano playing?
If you play notes with your left and simultaneously hit notes with your right hand, those notes should all be part of a harmonic set (i.e. the notes that are common to a chord or inversion, although they are usually at least an octave apart). Is this the basic rule of harmony for piano?

No. Harmonization can be a little as two notes away. The best way to think of co-ordinating two separate melodies is to think of the left hand (secondary melody) is accompanying the right hand (main melody).
