Question re the gov grants for very low income people over 63 yrs old?

This couple I know are very low income.He has end stage renal disease and is permanently disabled and receives 1154 per month ss disability.They own a modest 950 sq foot home in a rural area with population less than 10,000.They need some windows replaced and exterior doors and septic system replaced.All over 32 years old.Would they qualify and do you know how to apply Thanks in advance

my grandparents got this grant and its great. it is a small window of opportunity to do it so do it now!!. the local PUD told them and how to do it!
