i dont know which is the tool. is it just the black thing by itself or the black thing plus the gold thing???
The black wedges are called wedge mutes. The fat end of the triangle is speared by the point of the skewer, the hole in the handle is used to give you something to hold onto so you can place them between the strings to mute (silence) the sound of a string when tuning.
